You have to have a basic level of understanding to even be able to read a language. Vocabulary, syntax, grammar, context, conjugation if it has it. So it really depends on what your native language is and how many English speakers are in your country.
If you don't know a bit of Arabic and spend years staring at the Arabic script you will learn nothing. However if you move to an Arabic country you will eventually catch on if you are actively engaging with the native speakers. THEN they will be able to teach you how to read and write.
