Gladion has a Type: Null, and you fight it very early on in the story. However, to prevent this Pokemon from being excessively difficult, the programmers decided to make all of its base stats 95 aside from its speed, which is 59.
When Type: Null "evolves" into Silvally, it doesn't really change its appearance; the helmet sealed onto its body breaks apart. It's the same Pokemon underneath. In the end, all that changes after evolving is that its speed (which was hindered by the helmet) finally gets increased to base 95.
Silvally was created to resemble Arceus, a Pokemon with base 120 stats all around. It makes sense for Silvally to have the exact same number in every stat as well. But to prevent it from completely outclassing Mew (and other base 100 stat Mythicals), Silvally was given a modest base 95 in each stat instead.
In a competitive format, this Pokemon isn't really going to be of much help against Ultra Beasts, which often have mini-maxed stats. But in the in-game lore, where levels matter, Silvally is intended to be raised at a very high level so it has an edge over the Ultra Beasts, which are around Level 50.
