Togepi, while being a gift, is given extremely early on AND a mascot for the new breeding mechanic.
And course, any encounter rate over 10% is reasonable, as is fishing only encounters.
the only ones you could really call egregious on that list are Yanma, dunsparce, snubbul, skarmory, miltank, the post-game only encounters (larvitar being excusable as it's in a johto-unique location)
and even then kanto had a bunch of very rare 'mons itself, Tauros having at best a 4% encounter rate in the safari zone
