Steven was literally just working on his rock collection when the player first met him, and probably would have continued dicking around had Team Aqua and Magma not fucked with his dad's company, his home, and his friend's home. And seeing as how he just kinda fucks off to travel the world after giving away the position, it seems unlikely that he was very attached.
Cynthia was basically Steven but with archeology or whatever. We know she straight up leaves Sinnoh for half the year, and had Team Galactic not fucked with literally every important site of Sinnoh history/mythology she probably would've just kept wandering
And well, Alder's a hobo, Diantha's busy with fashion, and Alola's "champion" is a child. None of them really seem to have any duties outside of "show up for challenges every once in a while," which is weird since the Pokemon league is the closet thing to a modern government we've seen in Pokemon, and they clearly have authority in their regions as Looker and several different police forces defer to them. Hell, Orre didn't have a league and it's basically a shit hole outside of that town of old people.
