i feel it was more like "we have this move who do we give it to"
heatmor probably the only one that could use a whipping move out of the fire types, every other fire type already have a better physical move or are special .

It could've worked on a number of Pokemon, including Incineroar, or Chimchar and Pyroar for the flavor of being circus animals.

"because it's on the wrong side of the physical special split" doesn't mean much given how many pokemon are given the moves they can't use all the time.

Is it really only "usable"? Because I'm always happy when I get Durant in randoms, what a beast, always lands at least one or two KOs. Fast and hits like a truck.

Durant is good in tiers like UU and RU. As a late game sweeper it's great as once you get a Hone Claws in it become unstoppable. It's defense stat is great so as long as you know the pokemon can't use a special attack it can set up and sweep easily.

Durant has a great speed tier and a great movepool, along with great abilities (Hustle + Hone Claws, which is transfer-only; Sash Swarm), but it's hard to justify using it in OU/doubles when it dies to every special attack, (Mega)Scizor has priority and better bulk, and Kartana has effectively the same stat spread but with a better typing, better moves and Beast Boost
