Brandon used all three of his Regi against Paul, and they got a lot stronger since they fought Ash. (They learned new/stronger moves than before.) Paul didn't use his strongest Pokemon either; he was prepared to battle Candice that day. His team was anti-Ice. If Paul used his actual strongest Pokemon, he might have had a better chance.
Ash, on the other hand, fought three of Brandon's non-Legendary Pokemon. His powerful Charizard lost to a Dusclops. Bulbasaur tied with a Solrock. Squirtle barely defeated Ninjask. Pikachu defeated Regice on its own, but I always thought that was bullshit.
