As it turns out, all eight Johto Region Gym Leaders use "Johto Pokemon". When you remember that the point of the new Pokemon species in Generation 2. was that you were meant to discover them for yourself rather than be totally spoonfed everything, it makes sense. Are some of the teams unideal? Maybe. But the solution isn't to arbitrarily inundate them with new things to convince people of their newness.
