First one has better zones, atmosphere and attractions. It's insanely repetitive but it's also really relaxing. Each area has a different problem and looks different so all locations are memorable.
Second one has better gameplay. Controls are better, minigames are less repetitive, battles are more fun, being able to play slightly different Pokemon is a huge plus. Snivy controls great. The whole plot about Wish Park kinda destroys the relaxing atmosphere of the first game.

Pokepark games are also great.
Battle Revolution is mediocre at best.
