Opposite way around - he was never any great shakes as a programmer (See Gens I+II for further info) and trusted Masuda as he "got" what Tajiri's plan was. The years have only continually confirmed this (plus the whole, Masuda nearly dying from stress over the success of the series AFTER Tajiri went upstairs).

I always knew Pokemon became shitty after Gen II, and now I know why. Tajiri left because he realized that his childhood dream was getting ruined by Masuda and his people. Gen III in a nutshell was deliberately blocking off Pokemon so Game Freak can sell more games and accessories .Gen IV in a nutshell was: "If you don't have the GBA games, you're fucked." Gen V in a nutshell was: We cut off access to every Pokemon in the past so you need the other DS games to transfer them over. Gen VI in a nutshell was the same as Gen III; blocking off Pokemon to sell more games. Gen VII repeated Gen IV's mantra of "If you don't have past games, you're fucked."
