Aside from Shedinja, who isn't really affected by this change, how is still better? The only Pokemon on Stall that would benefit from this is Skarmory and it only ONCE per Battle.
This means something with Focus Sash can come in on Hazards or attacking moves with way less worry, on top of getting absolutely 1 free turn to deal damage.
