The gameplay point of the Eevee line is to be poster children of a special evolution method introduced in their generation.

location
affection
The only one there's a problem with is Sylveon being the only pokemon that evolves by its method. They need to introduce another couple of pokemon that evolve like that for it to make sense.
Retconning eeveelutions from other gens to stone evolutions would go against both the lore and gameplay purposes of them.
Also, location-based evos are fine. In fact it's pretty handy for balancing. GF can decide at exactly what point in the game you should get that evolution.
