Pokemon A has 80 Speed (or Physical Speed) and 70 Special Speed
Pokemon B has 60 Speed (or Physical Speed) and 115 Special Speed
Pokemon A uses Iron Head and Pokemon B uses Power Whip
In this turn, Pokemon moves before Pokemon B
In the next turn, Pokemon A uses Dragon Pulse and Pokemon B uses Sludge Wave
In this turn, Pokemon B moves before Pokemon A
Of course this is a dumb concept because what would happen if Pkmn A used a physical move and Pkmn B a special one? Or a status move? And what would happen when decreasing speed through Sticky Web or paralysis? Which speed would be crippled? In the end, OP didn't think this through.
