Even SE hits off of 110 SpA aren't guaranteed 2HKOs when you're using 60 BP moves, and everything carries EQ to retaliate for a clean OHKO. The SE coverage you get out of fucking Ghost and Bug moves is tiny, and it's predictable because Jolteon has so few options. There are a huge number of pokemon, particularly bulky ground-types and almost any dragon-type, which Jolteon can barely scratch.
There's no good reason to run Twave on Jolteon, double team is an illegal move, literally every pokemon gets toxic (and most use it better than Jolteon) and Charge Beam is an awful move in general, particularly on something frail and with only 110 SpA. If you want to pass SpA boosts, get something with Nasty Plot, not some base 50 move which doesn't even get +1s consistently.
Magnezone isn't a 'tank'. It doesn't have the stats, or any sort of recovery. It's used for magnet pull.
