The rocks are entirely a device Gamefreak has used for years to block players in, the currents make it clear you can now surf in the pool in the middle with the rocks there to keep you in it.

Use your head, if the rocks mattered to the SS Anne then it's always been landlocked by the rocks that have always surrounded the southwestern routes.

In RBY, it isn't clear whether or not Cycling Road is blocked off by those weird cylinder things, or if they're elevated along the road itself, and there are no rocks or anything around it in future gens. Gens 1-3 struggle with conveying depth, but in HGSS, it's made clear that the road is elevated.

Option 1: The SS Anne is amphibious and has legs like in Supreme Commander
Option 2: The sea level routinely rises above Cycling Road, submerging it and allowing the SS Anne to pass over it. This is also why the SS Anne takes a full year to return to Kanto - it's very rare that it has an opportunity to return to port.

Just look at how well-ordered this map is compared to the Let's Go one, it even shows how Celadon is at a proper altitude so the Cycling Road's slope makes sense, which also explains how the S.S. Anne can pass through it. Let's Go can't even get that right, what a disgrace.
