Keep iin mind everything I'm about to say may be out of date, may change due to opinions shifting over time, and is colored by my headcanon a bit as well:
Sage's region is based on Latin america generally: the northwest of the region is based on the Andes, with snowy mountains and Peruvian inspirations (thee protagonist's clothing is an example of this, as is capig being there, the buildings in the hometown are also somewhat reminiscent by inca stonework) transitions into a more temperate climate in the northeast. Down in the souttheast, you have deserts and drylands, with both mesoamerican inspired deserts, and more south american, Atacama esque dunes of sand as well. The southwest is jungles, mostly Yucatan inspireed (Fugue), but as you move through it, you also see more proper central american influences (Calando). The center of the region, wiith Ossia island, is explictly based on the valley of mexico, with ossia itself being based on Tenochttitlan the aztec capital). There's also a few locales inspired at least partially by the southwest US (legato, the rival ricardo, and staccato).
That being said, most of sage didn't and still doesn't care too much about cultural inspirations: Latin america is the general theme, yes, butt most people are content to play loose with them and aren't exactly knowledgeable. You'll note, for example, that Chimpoca and Monkezuma are both named after kings of Tenochtitlan, while the middle stage, Simayan, is named after the Maya. You see similar mixing of cultures in the Pueblant and Chayan lines. In short, most people who voted on and designed the dex had limited understanding of actual cultures, and wasn't trying to make most of the dex be themed that way anyways (after all, the Kalos dex isn't mostly french themed)
