And yes. Story legendaries can be farmed for without cheating. You just have to have two copies of the game, play the story up to the point of that legend's spawn. Save/ catch/ IV check/ reset and repeat until desired spread. Trade to other game. Reset story mode....repeat.
Oh, and you have to be fucking autistic to do that method and not just use a save editor/ injector. :^).
That said, no, mythical pokemon are banned cause stupid gamefreak reasons.
