Or rather, there should be field conditions that say the Pokemon is flying or levitating in the air. That would negate the need for the ability Levitate, thereby freeing up an ability spot for a lot of Pokemon. That said though, it would make lots of Pokemon incredibly useful really quickly, so there'd need to be moves or abilities that "ground" these Pokemon.

What's retarded about it? There are so many Pokemon that are clearly animated to be hovering in the air, and yet get hit by Ground type attacks. I feel like that's a little harder to justify.

No, and I don't see how the logic of "let's let Pokemon who are levitating in the air actually not get hit by Ground moves" is the same as "let's get rid of Ground.
Truth be told though, Ground is definitely overpowered in the current meta, especially since its one major weakness - Ice - is one of the most underrepresented types in the higher tiers.
