Cranidos has the defenses of wet paper and is slow as shit. It's more likely to get blown back before it could even attack. Onix has an absurd 180 Defense but no Special Defense, it's quite clear what they were trying to do with this Pokemon.

Exactly, they could've easily make Onix's stats higher without making it too strong. I don't blame them for mistakes made in gen 1, but I blame them for not fixing it for 20 years.
