Maybe when levitate becomes an announced ability, but for now it's kind of broken to have the benefit of one ability while masquerading as a levitator and avoiding ground attacks

Not really. Bruxish isn't broken despite having Dazzling and Strong Jaws, as well as any other Pokemon an immunity ability and some other good ability.

They probably would have done that, too, if the rotom forms weren't all elec/ghost in gen 4. It would have been the perfect counter to Lando with WoW and those resistances/immunities.

Showdown doesn't even have Mud/Water Sport programmed into its damage calculator because they're so bad, but I can't find a single standard special electric-type which doesn't OHKO standard kingler, even at +2 SpD.
