I think Arceus looks way to specific to be God. I think he is more like God's physical manifestation as a Pokémon. But the actual God itself would be the whole world so it is everything

No. I'd say usage tiers are a better judge of the Pokémon's ability than base stat total.
Suicune is UU, Goodra is RU.
Mega Rayquaza is certainly more powerful than Arceus, though.
