The problem is that nothing it does is good. It only gets by on not being bad. Unfortunately, this also makes it completely outclassed in any one of its roles by a multitude of other Pokemon that can just do what it wants to do, but better.

My suggestion would be to focus harder on its utility. Aromatherapy is a start, but if you could give it more HP and access to Wish, it would already have a solid niche to itself as the bulkiest mixed-defensive cleric.
Grass types in OU get by on being the best at what they do, so Meganium needs to be the best at something. Being not-bad isn't good enough.
+20 HP and +20 SpD is a pretty big boost in numbers but it would immediately give it much more presence when it comes to walling special attackers. If Meganium could take the same kinds of hits as an Assault Vest Tangrowth while preserving its utility, it would be a huge step in the right direction.
Then it needs a new ability. Regenerator is the obvious choice, and the best one. Being able to pass wishes while healing yourself on the switch is something most clerics dream of, even if it's stealing Alomomola's coolest trick. Thick Fat would work wonders for it as well, eliminating two of its biggest weaknesses.
Give it Wish, maybe some of the Powder moves, and maybe some better attacking moves (Knock Off for example), and you might have yourself a decent Pokemon.
