This but its the only way for them to possibly continue the series from region to region or else Ash's pokemon would all basically be Lv 100 and he'd sweep every gym and there would be no plot conflict.
Otherwise they would have to go to the DBZ route and mak every encounter Ashhas throughout his entire career just magically progressively stronger than his previous opponents and the power levels would be insane a la DBS.

No, its not! Its just a freaking excuse from a lazy studio and its writing staff.
Pokemon anime can be continued even after Ash wins the league by each region having a different story to focus on instead of repeating the same story over and over and over. Specially since Beyblade and original Yugioh series didn't ended after the protagonist became champion. Maybe, Ash can go to different region on a different quest with different goal instead off challenging the league of every region.
Plus, writers can replace Ash for a new protagonist. After all, what is the worst that can happen if Ash get replaced ? The new series might getting lower TV rating or most fans might criticize the new series! Well newsflash, Pokemon anime already receiving low TV rating and fans are still criticizing the new pokemon series. Remember that Pokemon is global franchise and cultural phenomenon therefore I find it hard to believe fans stop buying pokemon merchandise and game all because Ash was replaced by a new protagonist.

Serena would have been an interesting character if she was just a recurring character, as the protagonist her personality is summarized as the love interest of the protagonist (a protagonist who will never stop seeing her as a friend)

A character like Miette playing on the ambiguous side of the shipping, but being more focused on her goals would have been more interesting.

Before any rabid fan complains, I do not say that Serena is a bad character, only that she was mishandled by the direction of the anime.

The fact that it pretends to have progression but really doesn't. OP pic related. They remind us that Ash has traveled through several regions, but after Hoenn or Sinnoh each region is effectively entirely self contained with any character progress in skill or personality ceases to matter when the next region comes around. The fact that he's doomed to be an eternal failure is just icing on the cake.

I really wish they would just dump Ash and make each region its own self-contained story with new protagonists. Each one could have a fresh look on what kind of goals and relationships with Pokemon people can have in this world. Even if it's the same overall plot of challenging gyms, having characters with different approaches to battling and tackling those challenges would keep things interesting.

Johoto was the worst. Ash's only mon to evolve was Bayleef, then 2 of them evolved in later seasons for some reason. They even realized they had a team full of NFE shit mons by the time the Sliver League came and had Ash reuse his Kanto Power House mons

It's not cheap on the grand scheme of things, but comparatively, it is. According to Google 250 million yen is approximately 2.25 million USD. A little more googling informs me that for some shows such as Avatar TLA the cost is about 1 million USD per episode, a little less than half of what you say it costs for a full 13 episode anime season.

According to the same source really low-budget American cartoons can cost about 350-500,000 USD per episode, while a typical anime episode costs 125,000 USD per episode, or upwards of 300,000 per episode if they're a very well-off production.

And there you have it. In comparison to western animated shows, anime is a very, very cheap endeavor.
