She had the most substantial character development of any AG character, from her first episode to her last, with the evolution of her Torchic to a Blaziken perfectly mirroring her own develop at those points in the series. (While a Torchic, May was still trying to sort out her path and get over her original dislike/disinterest of Pokémon; when it became Combusken, she was slowly becoming more confident in herself and leaning on Ash for help less and less; and finally, coinciding perfectly with her final decision to set out to Johto on her own, and take control of her own destiny with her own plan... boom, it became a fully-grown Blaziken!) By the time she reappears at the Wallace Cup, she's bursting with confidence in her own abilities and needs to help someone else (Dawn) build up their own self-confidence.
While I'm at it, Ash had the best development in DP and Brock, arguably, had the most meaningful development, if you consider his whole tenure as one big 600+ episode arc of his love for Nurse Joy leading him to own a Chansey and become a doctor.
