When I first heard the theory I thought Wes did it because Team Snagem was just shitting around, they're pretty much just there hardly doing anything besides showing up at Phenac Colosseum to hunt you down specifically, never actually doing anything anywhere. It wasn't until you get to Realgam tower where you see anyone from Snagem again, but it was only the boss, not any of the grunts. They still seem to be well known throughout the Orre region, so it's very likely they were in their prime years ago, but something happened to force them into the background not really doing anything. Due to the state of Snagem and Cipher rising as a threat, Wes feels the need to destroy Cipher before Team Snagem can be restored back to its former glory. The only way he feels like he can do this is by stealing their snag machine, which they interpret it as an act of betrayal and wholeheartedly believe this until his mission was accomplished. Otherwise that "evil grimace" while he steals the snag machine doesn't really make much sense if he was just being a good guy, but that seems to be the case since I know noticed the O and the U were switched in that picture.
Shame really. I liked that his idea was originally to steal all of Cipher's shadow Pokemon, but once when he found out he could purify them, it would be a much bigger of a slap to the face to them to literally destroy all of their hard work and use those very Pokemon to destroy them.
