Does anyone else find it interesting that the majority of villains after Giovanni became well intentioned extremists? Even Cyrus to a degree, felt that what he was doing was right and for the better. This is why I like Ghetsis. He may be cliched and one dimensional, but he's honestly a breath of fresh air, a Pokemon villain that's completely evil, with no greater good ideal or sympathetic plight. He's just a maniac who wants power, and will devise the most convoluted yet successful plan to achieve it.

As an 'objective' ranking of how good/effective they are as villains, something like this:
Cyrus > Lusamine = Ghetsis > Giovanni > Maxie > Archie > Lysandre > Guzma

My personal preferences are regarding their characters:
Archie > Cyrus > Maxie > Lusamine = Ghetsis > Guzma > Giovanni > Lysandre

8. Maxie - Almost a non-villain. No great presence until he was redesigned, and there's not exactly anything wrong with raising land from the sea. I think Hoenn authorities are just big seaboos.
