The point of keeping HMs was to make it feel like an adventure with YOUR Pokémon and not just have a bunch of tools that make having Pokémon feel pointless.
Everyone said "just make them abilities specific to Pokémon that don't take up moveslots", which would have kept the feeling of your Pokémon being your main interaction with the world, while not ruining their ability to battle.
Instead we now ride some other guy's Pokémon, making it so it's not your partners, and it makes the existence of obstacles pointless since you literally have access to the powers with no layer of choosing who you bring with you. They might as well just make all route obstacles big colored doors that you get the correspondingly colored keys to at regular intervals throughout the game.
