It's pissed off that it will remain as a tadpole and never be able to fully develop into a frog, so it takes out its anger in the only way it knows how: by punching other critters in the face. Its Fighting type is more descriptive of its behavior than its actual design.

My guess is that because it's more of a sp.atk & sp.def user it just shed them, or if you want a real world answer it just looked tacky and they wanted to make it a bit more different than Poliwrath. Though it does seem to lack pigment on its hands.
