Ironically, Team Rocket received far more character development than any others in the entire span if the 21 years the Ashnime has existed. Then they were rebooted every single season so none of it matters.

The Ashnime fails as a story because Ash's character arc has to reset every new region due to his incredibly undefined goal having been met at the end of every region. The Ashnime has now become more about the side-characters, who become increasingly one-sided with every new rotation.

The show constantly breaks the rules of the game, even as a real time version of Pokemon. Typing advantages, stats, moves, and strategy don't matter. Ash wins or loses depending on how the writters feel and it ruins any suspence or connects with Ash and his friends.
