The difference between these guys (Dark/Normal) and their Kanto counterparts (Normal) is basically the same as the Alolan Meowth line (Dark) and Kantonian Meowth line (Normal), but these guys kept their Normal typing because of the "2-stage Normal-type mammal on Route 01" tradition. Same likely goes for Bibarel and Diggersby not being pure Water and Ground, respectively.
