Is Arceus the creator of the whole multiverse or of only one universe? Is that ever made clear in the lore? And could this also be the explanation why there are Pokémon stronger than it?

Stats are game mechanics, and shouldn't be taken for lore-value.

There are possibly many Arceus, but all are controlled by the same consciousness.
Also Giratina, Dialga and Palkia have their own universes.
