Gen 8 introduces runt Pokemon. They are incapable of evolving but when they meet normal evolution requirements, they're stats match their evolved forms. They do not have access to their evolved forms' typing, move sets, or abilities if they themselves don't already have access to them. They cannot use eviolite after meeting evolution requirements. There is always an indicator that a Pokemon is a runt so you don't waste your time on it if you want to evolve it. Similar spawn rate to shiny Pokemon. Scyther cannot be runts.
