Get some Red Shards. You only need 4 shards to teach it Signal Beam but incase you don't have enough, you can accumulate a lot of them from the "Find Shards" funfest mission and you get that mission in Chargestone Cave. You only need 4 shards to teach it Signal Beam. Signal Beam should be good enough to carry you until you get the TM for Fire Blast, and that will be good enough until you find the TM for Flamethrower or have 10 Yellow shards for Heat Wave.

He gets most of his late and good level up moves via Heart Scales iirc. Give it Quiver Dance, Bug Buzz, a Fire type move and then whatever. It will sweep through anything.

While the moveset sucks, Volcarona is so powerful that it's still very effective. It sucks horribly against the remaining gyms and fears Rock coverage, but it's still great. Quiver Dance also comes at level 59, just in time for the Elite Four.
