You should say region, because actually there's no time or dimensional distinction between the seperate generations or "gens" coloquially, but some Pokemon might be more common in one region than another much as real animals are more common in some real places than others, for example Chimecho being easier to encounter in gen 4 (which I disagree with, both because Chimecho has a special place in my heart for being the best pokemon on mt. pyre, for being an awesome psychic type in gen 3 all around, and because I don't recall Chimecho being more common in gen 4 but moreso Chingling being easy to find and available at the beginning of the game, and then eaily outclassed by Bronzong, and the new Ralts evolution and Porygon-Z in platinum, or just by Abra if you had the capabilities to trade with someone in real life ). Marill makes a lot of sense to be common in Hoenn because it might be used as a floatation device or as a beachball, which if i recall correctly were alluded to by NPCs on the various sandbars in Hoenn's southern routes or perhaps by the pokédex, but design-wise he is absolutely a gen2 pokemon. As for Tauros, I don't see how you could have watched the anime and seen him in every opening or the safari zone episode and not associated him with gen1, but even assuming you didn't watch the anime then, like with Mt. Pyre, I don't see how you could avoid associating one of the coolest pokemon of the safari zone with gen-1, and also like Marill it's undoubtedly designed like a gen1 pokemon and even serves as the base sprite for his specific class of four-legged land beast pokémon in the party menu. It's just hard to understand how someone could do this.
