Because Feraligatr suffers from no competition, given that Typhlosion is kind of just average at best but mostly underwhelming, and Meganium is garbage.
And since pokemon fans still care about babby's 1st pokemon instead of the actual good shit, the one babby mon that doesn't completely suck dicks is bound to have its fans.

Those people didn't really play the game. Types didn't really matter in gen 1, since everyone had a fuckton of normal moves and STAB moves were so uncommon or all lategame. The starters were all pretty good for STAB moves which is what made them so good, but Brock doesn't use rock moves on you so it's whatever.
