How come with all those "Super Formes" and features introduced the only thing Pikachu got is 2 Z-Moves that occupy the item slot for Light Ball?

Because GF are stupid. Pikachu's Z crystals should also have the effect of Light Ball for him, only way to make them useful. Like how Z crystals also work with Arceus's multitype.
