I wanted to make a Pokemon based on a jump scare. Jumping made me think of grasshoppers. That's really all there is to it.
Technician is so it can boost moves like Fake Out and Astonish, which seem thematically appropriate. On top of that it has crazy powerful Shadow Sneaks (think Breloom or Scizor who have similar stats).
