Without any random chance matches would be decided without anyone playing. This is true for any turn based game but if you need an example look at tic-tac-toe. Whoever gets the first move will either always win or can force a draw provided they are "skilled" enough.

Matchups between Pokemon is, in itself, a random chance. You don't know what your opponent is going to use before the battle starts.

That's not at all how that works. Pokemon isn't a total information game. It would become entirely about prediction and about the set you bring, and about scouting out your opponent's sets. Some people think that's what the game SHOULD be about, I'm not sure.

Depends on who you ask I guess. It will definitely make a huge difference and it also depends on how exactly this is achieved. A lot of mechanics have to be adjusted. There's so many moves and abilities that have to be changed or removed entirely. Overall the game will become more predictable and consistent. I have no doubt that there will be people who would like this, but for most people it will probably be less fun.
