So, we'll first change their ability. They now have Protean (though renamed to something more lore fitting, like Universal, or All in One)
Next, we'll give them the ability to learn any TM or HM. They still only learn Hidden Power via Level Up, but their moveset will still be extremely expanded.
Their stats should remain exactly the same, maybe buffing their speed just a slight bit, but not much. This should ideally make them something like a mini-Mew. Not as good and with mediocre stats, but still usable, should provide some neat gimmicks, and at worst is at least an HM slave.
