Raichu is plenty popular, probably one of the more popular mons honestly, its just that he is in Pikachu's shadow and tends to get shafted, mascot privilege and all.
But people love an underdog and Raichu is very well loved by the fanbase.

It literally wouldn't matter, Raichu needs some kind of extreme buffing to be even remotely usable semi-competitively. Even Light Ball Pikachu is just a meme. Funnily enough if they'd give him better coverage types and Baton Pass he could at least use Nasty Plot. Also need to give him a better Ability, Lightning Rod is only good in doubles if Raichu could do something with a tankier pokemon and Static is garbage.
