But Venusaur and the others were not confirmed to be dinosaurs in the original. Their names were Fushigidane (mysterious seed or "Is it strange?"), Fushigisou (mysterious grass or "It seems strange"), and Fushigibana (mysterious flower). It is a reference to how these Pokemon are both animal or plant, and people don't know under what classification it should be. (These names are also troll-like, much like many of the first generation names, referencing to how GF didn't take this project seriously since they thought they would only have one shot at it.)
So yes, it could be reptilian, amphibian, whatnot. It was not confirmed to be a dinosaur by Game Freak. It has features of both amphibians and reptiles. Localization team said it is a dinosaur when it is probably not. Game Freak interpreted Venusaur and family as being more amphibian-like with their movements.
