It's also the only status-based gym. Lorelei only even uses Blizzard on Lapras, and Surge only has Thunderwave on his Pikachu. Gen 1 statuses were really busted with the exception of Poison, which had basically no offensive options and wasn't that dangerous due to switchouts weakening Toxic.

But most likely it's because Team Rocket were the resident poison type trainers and Koga has nothing to them. The only other trainers that fit were the bikers and cueballs but as know bikes indoors is a crime in the Pokeworld.

I wonder if at some point the gyms were supposed to be battle style based rather than types. You know based off how Brock had fucking bide of all things, koga have psychic types and Mistys "all out offensive" quote.

I'd like to believe this was originally meant to be the Psychic-type gym but Game Freak switched them at last minute.
