Skull. Its good because they got creative with the concept, wasnt another doomsday team and it didn't take itself seriously to such silly concept. Also Guzma is great. Guzma 4 smash

Rocket for the same reason, although gamefreak ruined the team in gen 7. Also, plasma would have been much better if they didn’t reveal that ghetsis wanted to kill everyone

The best thing about Team Skull that differentiates them from the other teams is that they aren't plotting to take over the world with a legendary pokemon. Ive hated this plotpoint ever since rse because it gets in the way of your adventure. BW2 is my favorite game but when you're chasing Team Plasma into Humilau City and the story is reaching it's climax Hugh is all like "well lets challenge the gym now that we're her" and its like dont we have more important things to be doing. Thats why they should keep the evil teams small scale

I mean, Team Rocket, while being larger in scale, dont really do much fucking around with Legendaries either. I get the feeling they're only less popular than Skull because they dont have standouts like Plumeria/Guzma, much like the Aqua/Magma admins/bosses in the remakes. That shit's what sell them more than their story involvement.

Aqua and Magma aborted their plans when they learned of the consequences.
