I don't think there's much of a point to saying HE'S A FROG or HE'S A DINOSAUR. He's neither because he's a pokemon and his own species, but his design is based on both frogs and dinosaurs.

That said, I don't like the way his legs look in the LGPE animation, I think they're too long.
