There is a subtle moral tale being told with the likes of the Milotic evolution line, that no one ever talks about.
Feebas is described as being hardy and adaptable, but almost no one chooses to train it because of how shabby it is. Meanwhile, Milotic is "the most beautiful Pokémon" that becalms violent souls and is generally compassionate.
I think there's an intentional message here, which is that beauty comes from within. Feebas was already a valueable Pokémon in the first place, but only a good person, who looks past appearances, would be able to see that. Only a kindhearted, non-superficial human being would be willing to train a Feebas. And as a result, THOSE types of people are the only ones who would train and obtain a Milotic.
(I am presuming those who knew Milotic evolved from Feebas, and tried to train Feebas out of their own greed just to get a Milotic, would be unable to evolve it, due to their shallow personality.)
Milotic may be pretty, but only as a manifestation of the beauty it had inside it all along. True beauty emanates from inside.
