The vast majority of "middle" form pokemon are not good designs on their own, and only exist to bridge first and final forms. Many have half-functional features, or either look like "small" bigger creatures, or "large" small ones. Good middle forms do exist, but they are rare.
Most Digimon, on the other hand, basically "skip" the pokemon's middle form and just jump from first form to final evolution, then proceed to be cybernetically overhauled, turn into cosplayers, or turn into legendary pokemon.
Applying the above, the most "Digimon-like" Pokemon, are Blastoise, the Cubone line, especially Marrowak, Farfetch'd, The entirety of both Nidoran lines, with Nidoran resembling in-training, Nidorina/O resembling a Rookie, and Nidoqueen/King resembling a Champ, Skarmory, Scizor (I could see Scizor actually digivolving from Stingmon), the Timburr Line, Genesect, Dhelmise, Metagross (A very good candidate, ESPECIALLY given how it *evolves* by assimilating more Beldum), Passimian, Magearna, Mega-Slowbro, Xurkitree, Celesteela, Komm-O
Gens 1, 5, and 7, mostly.
