Keep in mind it's just a True/False program. The questions have no meaning to him.

He knows that Volcarona is a positive on A, C, D, F, G, H, I, J, and K. In his database, there are no other variables that return a positive on A, C, D, F, and G. Therefore, the answer must be Volcarona.
What he does then is start asking questions he doesn't have the answer to.
Volcarona does not have an answer for X, so he asks you:
"X = 0" you say, so he adds it to his bank. "Volcarona must therefore return a negative on X."
"Is it a bug" is variable A but "Is it an insect" is variable L, which is partially why he asks redundant questions.
