The entire premise of Pokemon's gameplay is that the player is the only trainer in the world who is smart enough to switch out Pokemon mid battle to gain a type advantage.

the point of gym leaders isn't to pose a challenging battle but to make sure that professional trainers are training teams that can handle a variety of threats, which should ideally culminate in being prepared to take on a trainer like Cynthia

how to fix Shift ESP:

let the player swap pokemon after defeating the enemy trainer's, but don't actually fucking tell them what the opponent is about to send out before they do it.

I was replaying Red/Blue recently and to my surprise, Koga, some of the little shits in his gym, and Agatha all switched their pokemon. It didn't make any sense tactically but the common thread was that they all had psychic, ghost and poison types.

The AI has been able to switch pokemon since gen 1. The problem is that they only do it when they only do it when they can't possibly do anything to your pokemon at all.

For example: if the opponent has a raticate with tackle and tail whip out and you send a ghost-type out, raticate will spam tail whip. If the opponents' raticate only knew offensive moves, they'd switch out.

I knew about that, the thing is that, for example, Agatha, she was doing it against my Aerodactyl that knew wing attack, fly, agility, and bite. She switched out her Gengar, Haunter, and Arbok, all of which SHOULD have moves to hit me.

Double Battles should be a larger part of the in-game campaign, I agree. It's a very underutilized core mechanic that makes team composition more important.

The only real answer to the issue is to have developer-built battle strategies custom for each trainer - which iirc Black 2 White 2 did for its postgame, and maybe other games did as well but only for high level trainers. Otherwise there'd be way too much work, it's best saved for endgame/postgame trainers that regular kids will never fight anyways.

I'm pretty sure even Emerald had hard-coded trainers in the Battle Frontier, but only on the Frontier types that had limited permutations of rental pokemon teams.
