It's Japan, dude. Kanto is based around developing urban city centers (Goldenrod town is meant to represent Tokyo), Johto is meant to be a bit more traditional and less urbanized, so old religious buildings are to be expected.

As for why teams are boring in Gen 2, it's because Gen 2 mons aren't actually very good.

The bigger issue is the poor usage/rarity of Johto Pokemon and the terrible level scaling throughout the whole game.

I always liked that gen II trainers tended to use a lot of Pokemon like Pikachu, Clefairy, Diglett, Cubone, etc that aren't available until post E4. Most other games the trainers tend to just use pokemon that you have already seen or will see in the next route.

They needed better distribution.

Murkrow in Ilex Forest. Houndour in Burned Tower. Some sort of lava area (maybe beneath Mt Mortar?) with Slugma. Misdreavus literally anywhere at night. Larvitar in a Surfable area in Dark Cave as a rare secret mon.

More cross gen evolutions obtained by level up rather than trade.

It would've been so much better.

Yeah it would have been so great if the final dungeon in the game had the exact same Pokémon distribution as Union Cave but with the evolved forms.

That would have been really cool at like a 5% or lower encounter rate. Start pokemon begin with an elemental move in Gen II, right? If not you can just remove Misdreavus from the first two routes.
