Because it can punch huge ass holes in teams while killing itself in style with recoil. In OU this can be used against it while being worn down by hazards and shit like status, faster mons or walled by shit like Skarmory making it faint prematurely.

It needs something to decisively push it to OU like a speed boost or some move that makes it good enough to get more usage. Give Diggersby Extreme speed and it would be OU or banned to ubers maybe.

Considering the fact how many pokemon in gen 4/5 OU that aren't even UU currently. The way Staraptor is BL for 4 gens straight is incredible

These days UU is packed to the brim of OU mons of old, I can't understand how it's gone from 'not good enough to fight with them' to 'banned from fighting them'.

Mega Venusaur's most common set was an offensive set though

It usually ran three attacks + Synthesis, or a Growth set.

It wasn't a purely defensive Pokemon, it was a tank.

Hydregon wasn't banned, and neither was crobat. M-venu just hard countered a majority of the metagame. Also, it's counters were from the lower tiers (Necrozma as an example). Either that or you had to set aside more than one Pokemon or Z-move to beat him, ruining team building. It's wasn't good for UU.
