GF has already explained that they made Lugia specifically for the 2000 movie and that they made it Psychic to make it appear more "powerful". That's literally it.

And started the trend of cover legendaries. Otherwise Ho-Oh would the gen2 Mewtwo and be the only 580-base stats legendary. What if the cover trios since gen3 and forward didn't? All the future starters would be on the cover instead, right?

Tell me more about how Lugia can't be water when Gamefreak clearly definitely cares about the type match up of the cover duo.

Slightly off, but yes. Basically.
It was originally going to be water/flying, but becaue of the times, they went with Psychic because of how OP Psychic was, even with Gen2.
So it’s Psychic because Psychic was a broken type and they wanted it to be powerful. Basically the reason all the big legendaries were Psychic and the Pseudos are Dragon.
